During a news conference on Monday, Chicago police Superintendent Garry McCarthy revealed plans to introduce a “broken windows” approach to the city of Chicago. This would give city officers the right to arrest citizens who ignore tickets for non-violent offenses such as gambling, public urination, and public consumption of alcohol.
McCarthy claimed that these offenses comprise the top three complaints the police department receives from residents and that 65 percent of tickets issues for these offenses go unpaid. While McCarthy believes that this strategy will help eliminate signs of social decay in Chicago, it could also serve to victimize many otherwise innocent citizens.
